Add swift-subprocess to the checkout set so that we can start investigating building that for integration into swift-build.

There are still a few issues for non Darwin platforms I need to resolve before we can tag |
As we just agreed, we will tag it with a name that's clear if's only for development purposes and not a release tag. |
